Tatsachenermittlung im russisch-ukrainischen Krieg: Status, Defizite und Desiderata

Jeden Tag erreichen uns unzählige Nachrichten aus dem russisch-ukrainischen Krieg. Die Validität solcher Nachrichten ist nicht immer offensichtlich, unabhängig davon, ob es sich um Bildmaterial oder Zeugenaussagen handelt, ob die Informationen vor Ort oder anderweitig gesammelt wurden. Immer mehr Akteure, staatliche und nicht-staatliche, nationale und internationale, behaupten im Konfliktgebiet zu ermitteln. Wer ist egitimiert zu ermitteln? Was ist der Wert solcher Ermittlungen? Geht es um Tatsachen oder um Bewertungen? Gibt es Ermittlungsstandards? So viel bekannt zu sein scheint, so zweifelhaft sind Herkunft, Qualität und Relevanz tatsächlicher oder vermeintlicher Fakten. Der Vortrag will für die völkerrechtlichen Rahmenbedingungen von Tatsachenermittlungen in Bezug auf den russisch-ukrainischen Krieg sensibilisieren, nicht zuletzt, um die Opfer dieses bewaffneten Konflikts besser zu schützen.
