In debates on development policy, economic issues usually dominate over ethical and legal ones. The evaluation of development projects is also usually based on economic indicators and the view of development as economic and social progress. In contrast, the dilemma between externally imposed welfare ideas and the internal self-determination of the recipient countries is often pointed out. In view of the collision of their guiding principles, the authors ask how development aid can be justified. They develop a normative framework that goes beyond mere economic parameters and is based on an attitude of non-domination.
