In Africa, as elsewhere, the state is usually seen as the bearer of order, progress and discipline, as it has the authority to enact laws and sanction their observance for the good of society. This volume examines the significance of state legislation for the populations of sub-Saharan Africa and places it in relation to existing local norms with which the new laws must compete.
