Its consequences and the risk of escalation are of global significance. With the terrorist attack by Hamas on Israel, October 7, 2023, has taken on a comparable significance for the Middle East, where a regional conflagration threatens. At the same time, the United Nations Security Council is paralyzed. Interest-driven minilateralism is replacing institution-oriented multilateralism.
