But not all arms control efforts are doomed to failure. Even if further disarmament is unlikely at present, everything should be done to maintain strategic stability, reduce the risk of escalation, prevent an arms race and curb proliferation. This requires a reorientation of arms control policy and its integration into security and defense policy.
