The Research Institute for Social Cohesion is an interdisciplinary, transfer-oriented and geographically dispersed institute. It has been in existence since 2020 and is funded by the Federal Ministry of Education and Research. The RISC combines basic research on social cohesion with application-oriented research on current challenges from a variety of disciplinary perspectives.

Knowledge transfer at the RISC ranges from classic policy advice to public formats in which results are prepared for different target groups. Knowledge transfer at the RISC also includes the co-production of knowledge with a broad network of practice partners.

The eleven locations – eight universities and three non-university research institutions – each contribute their own profiles to the RISC. They multiply the nationwide reach of our research and transfer activities. At the same time, they reflect the regional anchoring and diversity of social cohesion.

The RISC includes the Technical University of Berlin and the universities of Bielefeld, Bremen, Frankfurt, Halle-Wittenberg, Hanover, Constance and Leipzig as well as the Sociological Research Institute Göttingen, the Leibniz Institute for Media Research Hamburg and the Institute for Democracy and Civil Society Jena. Democracy and social cohesion need productive conflict! The researchers at RISC Frankfurt research social struggles for recognition and participation and the productive power that can arise from such social and political conflicts.

The RISC Frankfurt at Goethe University looks back on a long and lively tradition of cooperation between philosophy, law and the social sciences in researching the foundations of social coexistence. This ranges from the beginnings of the Frankfurt School and the Institute for Social Research to the Cluster of Excellence and Research Centre Normative Orders. At the same time, the location also brings specific expertise to the Institute as a whole, which deals with conflicts about cohesion and, above all, with the genesis and stabilization of cohesion in and through conflict.

Together with Bremen and Leipzig, the RISC Frankfurt site coordinates and manages the Research Institute for Social Cohesion. The general office with administrative management and the central services of research coordination and knowledge transfer are located here.

Seit dem Angriff Russlands auf die Ukraine 2022 und dem Gebrauch des Begriffs „Zeitwende“ durch Bundeskanzler Scholz in der Begründung der Reaktion darauf ist der Begriff in aller Munde und wird vielfach verwendet. Auch andernorts ist die Rede von einer neuen Zeit, die angebrochen ist; sie wird markiert durch eine Infragestellung der regelgeleiteten Weltordnung, durch eine tiefe Krise der Demokratie und den Aufstieg rechtspopulistischer Parteien, durch die Diagnose starker Polarisierung in westlichen Gesellschaften und darüber hinaus, durch den Aufstieg und die Stabilisierung autoritärer Regime an vielen Orten der Welt. Die Neuausrichtung der US-amerikanischen Politik steht exemplarisch für die neue Zeit, die gerade in Europa als bedrohlich wahrgenommen wird.

Mit dem pluralisierten Titel „Zeitwenden“ will das Forschungsprogramm, das mit Hilfe des Stiftungsfonds der Commerzbank am Forschungszentrum Normative Ordnungen der Goethe-Universität realisiert wird, diese Themen aufgreifen und zugleich anzeigen, dass dies differenziert und aus wissenschaftlicher Distanz geschehen soll: Worin genau besteht der Charakter der neuen Zeit, die angebrochen ist; lässt sich die Vielfalt der Entwicklungen der Gegenwart eindeutig auf einen einzigen Begriff beziehen, und wo liegen die tieferen Ursachen für entsprechende Dynamiken des Umbruchs normativer Ordnungen?

Für die erste Gastprofessur im Wintersemester 2025/2026 ist der renommierte politische Philosoph Prof. Michael Rosen von der Harvard University vorgesehen, der ein Seminar zur aktuellen Krise der Demokratie anbieten und dazu auch öffentlich vortragen wird.

Bereits Ralf Dahrendorf warnte 1998 vor einem möglichen „Jahrhundert des Autoritarismus“. Neuere Erkenntnisse deuten in der Tat auf eine solche Entwicklung hin. Selbst stabile Demokratien scheinen einer demokratischen Regression zu unterliegen – einem Rückschritt, der ihre Existenz gefährden kann. Parteien und Bewegungen, die daran beteiligt sind, berufen sich dabei oft selbst auf den Begriff der Demokratie. Der geplante Forschungsverbund „DemoReg“ will diese Entwicklung kritisch und empirisch untersuchen.

Drei zentrale Fragen stehen im Mittelpunkt:

(1) Was genau sagt die Diagnose demokratischer Regression aus und wie lässt sie sich empirisch belegen?
(2) Welche Erklärungen lassen sich für einen solchen Befund anführen?
(3) Welche Strategien können entwickelt werden, um regressiven Tendenzen entgegenzuwirken?

DemoReg ist inter- und transdisziplinär angelegt und verbindet theoretische, empirische und praxisorientierte Forschung. Ziel ist es, langfristig eine nachhaltige Demokratieforschung in Hessen zu etablieren – unter anderem durch den Aufbau eines hessenweiten Zentrums für Demokratieforschung, das den Austausch zwischen Wissenschaft und Zivilgesellschaft fördern soll.

Das Projekt verfolgt vier Hauptziele:

(1) Erstes Ziel ist es, strukturelle Defizite in politischen und gesellschaftlichen Entwicklungen der Demokratie zu identifizieren sowie dadurch Potenziale für die Stärkung von Demokratie. Diese Analyse soll dazu dienen, Gefährdungen für die Demokratie zu verstehen.
(2) Ein weiteres Ziel ist eine Bestimmung konkreter Faktoren, die in Strukturen, historischen Pfadabhängigkeiten und begrifflich-kommunikativen Verhältnissen lokaler sozialer Räume verankert sind und demokratische Prozesse und Einstellungen beeinflussen. In diesem Zusammenhang interessieren auch systematische Unterschiede zwischen Raum- und Siedlungstypen.
(3) Ein drittes Ziel ist es, die Untersuchung demokratischer Räume mit einer Analyse der Zeitlichkeit der Demokratie zu verbinden. Sie kommt ohne einen progressiven Zukunftsbezug nicht aus, der auch institutionell abzusichern ist, zugleich wird dieser in regressiven Zeiten an das Ideal einer wiederherzustellenden Vergangenheit geknüpft, die demokratischen Grundsätzen widerspricht.
(4) Viertens sollen über eine öffentlichen Demokratieforschung mit politischen und gesellschaftlichen Akteur*innen Handlungsperspektiven gegen eine demokratische Regression und für eine Stärkung der Demokratie bzw. für demokratischen Fortschritt auf lokaler und nationaler Ebene weiterentwickelt werden. Jedoch sollen krisen- und konflikthafte Transformationsprozesse, die auf die lokalen Räume und deren politische Kulturen wirken, auch in ihrer nationalen und globalen Verflechtung bewertet werden.

Das Gesamtziel ist es, langfristig eine Demokratieforschung zu etablieren, die in historisch-informierter Perspektive sowohl Erklärungen demokratischer Regression als auch Spielräume sowie Handlungsmöglichkeiten demokratischer Bewältigung herausarbeitet.

Gemeinsam verantwortlich sind die Philipps-Universität Marburg und die Goethe-Universität Frankfurt. Weiterhin beteiligt sind die Universität Kassel, die Technische Universität Darmstadt, die Frankfurt University of Applied Sciences, die Hochschule Darmstadt, das Institut für Sozialforschung Frankfurt am Main, das Sigmund-Freud-Institut Frankfurt am Main und das Demokratiezentrum Hessen. Das Forschungszentrum Normative Ordnungen ist personell beteiligt.

Der Verbund ist Teil des vom Hessisches Ministerium für Wissenschaft und Forschung, Kunst und Kultur aufgelegten Programms „Stärkung der Demokratieforschung Hessen“, welches zum „Sofort-Programm 11+1“ der hessischen Landesregierung gehört und wird durch das Ministerium gefördert.

The Claus Wisser Fellowships at the Normative Orders, funded by a generous donation from the late Claus Wisser and carried out in cooperation with the Pro Universitate Foundation, bring two outstanding postdoctoral researchers to Frankfurt each year to conduct research on central questions of the transformation of normative orders. Each year a different theme is chosen; next year it will be “The Future of Democracy”. Prof. R. Forst and Prof. N. Deitelhoff are responsible for the program.

Die Einbindung lateinamerikanischer Institutionen erfolgt bewusst: Dort finden sich die fortgeschrittensten Entwicklungen in diesen Forschungsfeldern, und die sozialen, wirtschaftlichen und politischen Realitäten Lateinamerikas bieten einen privilegierten Ausgangspunkt für deren Weiterentwicklung. In der Überzeugung, dass Gerechtigkeit nicht isoliert durch Philosophie definiert werden kann, vereint das Konsortium führende europäische und lateinamerikanische Forscherinnen aus der Politischen Philosophie und verschiedenen anderen Sozialwissenschaften. Hinzu kommt eine große Gruppe von Nachwuchswissenschaftlerinnen, die gemeinsam wesentlich zur Erweiterung der wissenschaftlichen Kompetenzen auf beiden Kontinenten beitragen soll.

Ziel des Konsortiums ist es, bestehende Kooperationen und den Wissensaustausch zwischen europäischen und lateinamerikanischen Hochschulen zu vertiefen und auszubauen sowie dauerhafte institutionelle Partnerschaften zu schaffen, die über die Projektlaufzeit hinaus bestehen bleiben. Im Jahr 2026 werden insgesamt neun Fellowships am Forschungszentrum Normative Ordnungen innerhalb des Programms vergeben.

The Global Health Justice Postdoctoral Programme, funded by the Höpp Foundation and headed by Prof. Dr. Rainer Forst and Prof. Dr. Darrel Moellendorf, awards two Post-doctoral Fellowships annually starting October 1. The fellows will be part of the Frankfurt research community, in particular the Research Center Normative Orders, for a period of 10 months.

Health equity issues have long been part of discussions on global justice, and there are numerous approaches, ranging from deontological to consequentialist approaches, to address them. However, the Covid-19 pandemic has not only given these issues added urgency, but has also shown how structural asymmetries between (and within) different countries have led to highly unequal opportunities in the supply and development of vaccines and in meeting basic health needs. It is time to have a global debate on global health equity, and the new program established at Normative Orders is designed to help promote research that is conducive to this debate. Many issues need to be explored in this context, not only equitable access to medicines, but also the nature of transnational structural injustice, gender inequalities in health care, sustainable development goals, climate change and health, the human right to health, etc.

Our research is motivated by some of the most pressing challenges of our time: how to develop regional and global approaches to facilitate mobility in an age of rising geopolitical tensions and climate change, how to live together in our increasingly diverse societies, how to grant rights to those who lack formal access to citizenship, and how to tame the ever-expanding reach of borders and migration control in a world of persistent inequality. Bringing together theoretical and applied perspectives, we aim to revisit the democratic boundary problem, imagine new forms of membership and belonging, and contribute to normative as well as public policy debates.

Instead of retelling the narrative of the supposed loss of media specificity, the DFG Research Training Group 2279 “Configurations of Film” will address the question of what comes after the “post-cinematographic state”. How can we move beyond the aesthetic and supposed ontological supremacy of the triad of dispositive, index and canon in our thinking about film? What alternatives are there to the already established dichotomies of film studies, from “theatrical vs. non-theatrical” and “artistic vs. non-artistic” to “canonical vs. non-canonical” and “center vs. periphery”?

The aim of the Research Training Group is to contribute to the development of research approaches for the next generation of film and media research by training excellent young female researchers. The research training group bundles the subject-specific competencies in Frankfurt and integrates philosophy, theater studies, musicology and American studies, as well as the neighboring locations of Mainz, Marburg, Mannheim and Offenbach. The college builds on three Master’s degree programs at Goethe University and cooperation between the applicants. It utilizes the potential of the Frankfurt location, where the University Library and the German National Library have literature holdings of European standing and where important non-university partners are available in the form of the German Film Institute, the Murnau Foundation and the Max Planck Institute for Empirical Aesthetics. The Center has developed an international reputation through its cooperation with Yale University and Concordia University.
